High-Quality Scrap Recycling: A New Path for Steel Low-Carbon Transition

As a strategic renewable iron resource, scrap Steel plays a vital role in the low-carbon transformation of the iron and Steel industry. Statistics show that recycling one ton of scrap Steel saves 1.7 tons of iron ore and 350 kg of standard coal, reducing CO₂ emissions by approximately 1.6 tons. Industry research predicts that China will gradually enter the full-scrap smelting era around 2060, making high-quality scrap recycling a core carbon reduction approach for the Steel sector.
Bottlenecks in Domestic Scrap Steel Recycling
China boasts abundant scrap Steel resources, yet the high-value recycling system still faces prominent challenges. Industry standards and institutional systems are incomplete, and the Extended Producer Responsibility (EPR) mechanism has not been fully implemented in the Steel industry. Extensive manual sorting leads to mixed alloys and harmful impurities, limiting most scrap Steel to ordinary Steel production and failing to meet the strict standards of high-end special Steel smelting.
Most Steel products are designed without considering recyclability, resulting in residual harmful elements that degrade material quality after repeated recycling. The absence of a full-life-cycle digital identification and traceability system hinders precise scrap classification, and the intelligent level of scrap processing and dismantling needs further upgrading.
Innovative “Four-All & Five-Modernization” Recycling Model
The research proposes a systematic high-quality recycling model defined as “Four-All & Five-Modernization” to solve industry pain points.
Four-All: full life cycle management, full production process coverage, full industrial chain collaboration, and forward-looking layout for the upcoming full-scrap smelting era. It fully implements the EPR system to standardize the whole process from Steel design, manufacturing, scrapping and recycling to remelting.
Five-Modernization: digitalization, informatization, identification coding, networking and robotization. The model builds interconnected industrial platforms, popularizes full-process Steel traceability coding, and applies intelligent dismantling and sorting equipment to realize refined and high-value scrap recycling.
