The guidance comes as a proposed homestead-exemption amendment is set to appear on Florida’s November 2026 ballot and county property appraisers prepare to mail this year’s proposed-tax notices in August — two events that set the property-tax portion of every Florida house payment in motion at once.

In a June 2026 special session, the Florida Legislature passed a joint resolution placing a constitutional amendment on the November 2026 ballot that would raise the homestead exemption for owner-occupied homes from $50,000 to $150,000 in 2027 and $250,000 in 2028. The higher exemption would apply to non-school property taxes only, would begin to take effect January 1, 2027, and requires approval by at least 60 percent of voters to become law. For a Tampa Bay buyer planning to claim homestead after purchase, that is a potentially significant change to the “taxes” line inside a monthly payment — but one that is not settled until November.

“This is one of those moments when buyers should be careful about assuming next year’s tax bill will look like this year’s,” said Yuleisy Gonzalez Alvarez, President and CEO of Ebenezer Mortgage Solutions. “We don’t tell anyone how to vote, and we can’t promise a future tax bill. What we can do is build today’s exemptions and millage into a mortgage preapproval honestly, and show a family the range — including a what-if at the higher exemption — before they commit to a price.”

The amendment is one factor in a monthly payment many buyers underestimate. The Consumer Financial Protection Bureau explains that a borrower’s total mortgage payment often includes more than principal and interest. Property taxes, homeowners insurance and, in some cases, mortgage insurance may be collected through escrow, and that portion of the payment can change when tax bills or insurance premiums change. For buyers seeking mortgage preapproval in Tampa or trying to prequalify for a mortgage, that makes the full monthly payment more important than the loan payment alone.

The distinction matters because mortgage prequalification and mortgage preapproval are often treated as simple buying steps, when they are really payment-planning tools. A preapproval for a house loan can look very different once property taxes, homeowners insurance, mortgage insurance and homeowners association dues are included in the full payment.

Tampa Bay buyers will get their next official tax signal well before the election. The Florida Department of Revenue explains that the property appraiser sends each owner a Truth in Millage, or “TRIM,” notice showing an estimate of proposed property taxes based on assessed value, exemptions and proposed millage rates. Those notices are typically mailed in August, giving buyers one of the year’s first official looks at proposed property taxes before any ballot-approved changes could take effect.

“I’d rather a client be over-prepared on the tax line than caught off guard,” Gonzalez said. “We pull current exemptions and the local millage into the preapproval itself, so the payment a buyer plans around is the payment they’ll actually make this year — and we flag what could shift in 2027.”

Property taxes are only half of the escrow story. The other half — homeowners insurance — has been its own source of payment shock for Florida buyers, which is why the firm treats insurance as a planned line item rather than an afterthought. Together, taxes and insurance make up the escrow portion the CFPB describes, and the two can be the difference between a comfortable payment and a stretched one.

Gonzalez encourages buyers to account for four components before they seek preapproval:

  • Principal and interest — the loan repayment itself.
  • Property taxes — based on local millage rates and the homestead exemption in effect.
  • Homeowners insurance — including Florida wind coverage and, where required, flood coverage.
  • Mortgage insurance or HOA dues — where they apply.

“A preapproval is only as honest as the numbers behind it,” Gonzalez added. “Whatever voters decide in November, a buyer who understands the full payment during mortgage prequalification or preapproval will shop in the right price range and won’t get a shock at closing or when that first TRIM notice lands.”
